History, Management, Vision, Mission & Values
SAGE Counseling, Inc was formed in 1998 specifically to provide services to the criminal justice system and court-mandated clients. Almost all of our clients are under court supervision or referred by the Arizona Department of Child Safety.
Currently, we have multiple contracts with the Arizona Department of Corrections, the Department of Child Safety, the Maricopa County Sheriff's Office, Arizona Supreme Court Administrative Office of the Courts, Maricopa County Juvenile Probation Department, Maricopa County Attorney's Office, the City of Phoenix, the City of Scottsdale, and the Arizona Department of Juvenile Corrections.
Our high level of customer service is grounded in a strong administration structure. As a result of our current programs and contracts, we have developed a comprehensive infrastructure that enables us to efficiently provide the kind of accurate tracking and reporting that criminal justice systems require. This includes an on-line case management system that provides our customers with immediate access to essential data concerning their defendants/clients that have been referred to SAGE.
Our treatment programs were developed for criminal offenders and our overall philosophy and clinical approach are grounded in the empirically validated standards for that population. As is recommended by the leaders in the field of offender treatment, our programs have focused, structured groups, utilize multiple treatment components and methodologies, and emphasize specific skill development, e.g., conflict resolution, stress management, anger management, effective parenting, positive coping, refusal skills, lifestyle balance and change/transition skills.
Today, we provide over 70 groups per week in the Maricopa County Sheriff's Office jail system; over 90 groups per week for Substance Abuse, Domestic Violence, Anger Management and Underage Drinking at 8 outpatient locations conveniently located throughout Maricopa County; regularly scheduled DUI Education Classes; plus, we provide in-home Family Preservation case management services to families referred by the Department of Child Safety.

Stephen Grams, MA, LISAC ............................................Executive Director
Steve is the owner and Executive Director of SAGE Counseling, Inc., an agency he founded in 1998. He began working with the criminal justice populations in 1985 serving as a psychotherapist in a maximum security prison in Pittsburgh. Over the course of his career, Steve has worked with a wide variety of criminal justice and social service agencies, and he has served as a counselor, clinical supervisor, administrator, and consultant. Steve brings a unique combination of business and counseling skills to his role as Executive Director.
Linda Cowan, MHA ................................................Chief Operating Officer
Linda has thirty years' experience working in Behavioral Health, and has expertise building strong community relationships and collaborations. Initially she was a Psychiatric Social Worker, working with Adults and Adolescents in Inpatient Settings. Linda has held various management positions, including Director of Adolescent Services, Chief Operations Officer and Chief Executive Officer. She served as the CEO for The Guidance Center in Flagstaff for over 8 years, where she was responsible for Inpatient, Residential and Outpatient services for Adults and Adolescents. Most recently, Linda was the CEO of Native Americans for Community Action, an agency that provides primary care, behavioral health, suicide prevention, and several grant funded programs. She is a member of the Task Force that originally implemented the Coconino County Drug Court, and also served on its Advisory Board for 9 years. Linda is a past member of the Coconino County Criminal Justice Coordinating Council, and the Integrated Family Court Advisory Board.
Brandy Judson, MSW, LMSW .....................................................Clinical Director
Brandy has worked with diverse communities in the helping profession for the past 11 years. She received her Masters of Social Work from Portland State University and a Bachelors of Social Work from the University of Portland. Brandy has worked in a number of non-profit and government settings. Positions have included family reconciliation, counseling, employment, skills training, program coordination and program management. Prior to SAGE, Brandy held the position of Director of Community Development where she provided oversight to two large federal grant programs providing suicide prevention and improvement on system of care for youth mental health.
Carrie Pile, BA, SPHR ...........................Human Resources Director
Carrie has a Bachelor of Arts degree in Human Communication from Arizona State University where she completed studies in intercultural and interpersonal communication and an Associate Degree in Business, with a specialization in Accounting. Carrie also holds the SPHR (Senior Professional in Human Resources) designation from the Society of Human Resource Management. She has more than 10 years human resource management experience, in non-profit and behavioral health sectors. Carrie oversees all human resources functions including workforce planning and staff recruitment, workforce development, performance management, compensation, employee benefits, legal compliance, and ensuring SAGE facilities are a safe environment for employees and clients.
Dennis Constantine, B.S..................................................Finance Director
Dennis oversees SAGE's Accounting Department. He is responsible for our financial reporting, cash management, payroll, accounts payable and accounts receivables functions. Dennis has over 25 years of diversified experience in Accounting and Finance within multiple industries and has held various positions in management the past 10 years. He has a Bachelor's Degree in Accounting from Arizona State University. Dennis is a veteran of the US Army, where he served as a Russian linguist working for the National Security Agency in Berlin, Germany.
Tewodros (Teddy) G. Teklearegay, B.S..................................I.T. Director
Teddy has a Bachelor's Degree in Mathematics and an advanced diploma in Computer Science. Prior to SAGE he worked at the United Nations for over 13 years in different capacities, including as assistant project manager at UN Ethiopia, Systems and Service desk manager at UN Timor Leste, and Senior Lotus Notes and Systems Administrator at UN Cambodia. Currently Teddy directs the implementation of sophisticated technology processes for the day to day operations of SAGE, which improves the agency's staff efficiency as well and customer service.
SAGE Counseling will set the standard for services that promote positive choices, skill development, personal growth, and accountability, one individual at a time for safer families and communities.
